01What is it?
A CoC (Certificate of Conformity) is the document showing, under import regimes, that a shipment meets the technical requirements of the destination country. It is not a single scheme but the output of PVoC and similar programmes.
02Why Does This Scheme Exist?
The certificate of conformity is the OUTPUT document of pre-shipment verification programmes: it is issued once inspection and assessment are complete and is presented at customs. Its function is to confirm the conformity of a single shipment with the requirements in scope.
That the certificate is shipment-specific is the source of the arrangement's most common mistake. An importer holding a certificate of conformity may take it for a permanent document belonging to the product and fail to start the process for the next consignment, leaving the goods stuck at customs. The certificate is tied to the consignment and is renewed for every shipment.
The basis of the certificate consists of three items and which predominates varies with the supplier's history: test reports, physical inspection and document review. Having accredited laboratory reports ready reduces the need for physical testing and markedly shortens the process.
The scope of the certificate states the subject of the shipment, the product models, the quantity, the exporter and the importer. The slightest inconsistency between the shipment's contents and the certificate's contents gives rise to objection at customs; consistency between the invoice, the bill of lading and the certificate is therefore checked separately.
The body issuing the certificate must be authorised by the destination country's authority. A certificate issued by an unauthorised body is not accepted at customs; choosing the body is therefore the first step of the process.
03Whose Obligation?
The certificate is issued by a body authorised by the destination country; the application is made by the exporter and matched with the importer's details.
04Required Documents
- Test reports and the technical file
- The shipment invoice and bill of lading
- Importer details
- The pre-shipment inspection report
05Process
- 01Scope DeterminationIt is determined which legislation and marking scope the product falls under in the target market. This step defines the entire process; getting it wrong wastes all subsequent work.
- 02Determining Applicable StandardsThe standards accepted by the market and any national deviations are identified. The same IEC standard may apply with different deviations in different markets.
- 03Establishing the Test PlanIt is assessed which part of existing test reports will be accepted; missing tests are planned. A CB Scheme report, if available, reduces retesting.
- 04Local Party and RegistrationIf the market requires an established representative, importer or applicant, this party is designated and the necessary registrations are made.
- 05Tests and Technical FileTests are conducted and the technical file is prepared. Some markets require testing to be performed within their own country.
- 06Certification or DeclarationDepending on the market's regime, a manufacturer's declaration is drawn up or a certificate is obtained from the authorised body; a factory audit is carried out if required.
- 07Marking and LabellingThe mark and label are applied according to the market's format and language rules. The language requirement is checked at customs in most markets.
- 08Shipment and CustomsIf a pre-shipment document is required, it is obtained; the document set to be presented at customs is completed.
06Points to Watch
- A manufacturer's own declaration of conformity does not take the place of a CoC
- Only a body authorised by the destination country can issue the certificate
- Certificate information must match the invoice and bill of lading
- Presenting it at customs is mandatory
07Neighbouring Schemes and the Difference
- 01The certificate of conformity and the product certificateA certificate of conformity is specific to the shipment and a product certificate to the product. A product certificate does not take the place of the shipment certificate but makes obtaining it easier.
- 02The certificate and product registrationProduct registration or a facility licence shortens the process of obtaining the certificate; without registration, physical inspection and testing come into play for every consignment.
- 03An authorised body and an accredited bodyAccreditation alone is not sufficient; the body must be authorised for that programme by the destination country's authority.
- 04The content of the certificate and the shipping documentsAn inconsistency between the invoice, the bill of lading and the certificate gives rise to objection at customs; the three are checked together.

The certification timeline varies with the product, the required test workload, sample shipping time and the authority's workload; for this reason, no duration in days or weeks is given on these pages. The main factors determining the timeline are: whether testing must be performed in the target country, whether a factory audit is required, the time to appoint a local representative, and the current maturity of the technical file. A realistic timeline for your product is provided in writing at the quote stage.
Market access regimes change frequently: scope lists are updated, transition periods are extended, new requirements are added. These pages describe the structure of the regime and who bears the obligation; the applicable scope and dates for your product are confirmed from the current legislative text at the quote stage.
