01What is it?

EQM (Emirates Quality Mark) is a voluntary quality mark in the UAE. Its difference from ECAS is that it is not mandatory and that it includes factory inspection and a quality system assessment.

02Why Does This Scheme Exist?

The United Arab Emirates' quality mark arrangement serves a different purpose from mandatory conformity registration, and that distinction is the most confused aspect of the market. The mandatory arrangement is a precondition of import; the quality mark is VOLUNTARY and is a commercial instrument that builds confidence in the market.

The commercial value of the mark becomes apparent in public procurement and large infrastructure projects: specifications frequently require a product carrying the quality mark. A mark that is legally voluntary therefore becomes effectively compulsory for certain sales channels.

The burden of evidence is HEAVIER than for mandatory registration, and that is the source of the mark's value. The product is tested to national standards; in addition, the quality management system of the manufacturing facility is audited. The mark therefore qualifies not only the product but also the facility that makes it.

Follow-up inspection continues throughout the validity of the mark: the facility is audited periodically and conformity is verified by taking samples from the market. The mark is therefore not a certificate obtained once but a maintained relationship.

The scope concentrates on construction materials, electrical products and consumer products. The application is run through a party established in the country and the conditions of use of the mark are governed by contract; applying the mark to a product outside the scope constitutes an infringement.

03Whose Obligation?

It is voluntary; the application is made by the manufacturer and coordinated with a representative established in the UAE.

04Required Documents

  • Test reports to the relevant standards
  • A quality management system certificate (ISO 9001)
  • Factory inspection records
  • Product description and production process documents
  • The mark usage application

05Process

  1. 01Scope DeterminationIt is determined which legislation and marking scope the product falls under in the target market. This step defines the entire process; getting it wrong wastes all subsequent work.
  2. 02Determining Applicable StandardsThe standards accepted by the market and any national deviations are identified. The same IEC standard may apply with different deviations in different markets.
  3. 03Establishing the Test PlanIt is assessed which part of existing test reports will be accepted; missing tests are planned. A CB Scheme report, if available, reduces retesting.
  4. 04Local Party and RegistrationIf the market requires an established representative, importer or applicant, this party is designated and the necessary registrations are made.
  5. 05Tests and Technical FileTests are conducted and the technical file is prepared. Some markets require testing to be performed within their own country.
  6. 06Certification or DeclarationDepending on the market's regime, a manufacturer's declaration is drawn up or a certificate is obtained from the authorised body; a factory audit is carried out if required.
  7. 07Marking and LabellingThe mark and label are applied according to the market's format and language rules. The language requirement is checked at customs in most markets.
  8. 08Shipment and CustomsIf a pre-shipment document is required, it is obtained; the document set to be presented at customs is completed.

06Points to Watch

  • It is not mandatory; it is obtained to provide differentiation in the market
  • It includes factory inspection and periodic surveillance
  • It does not remove the ECAS obligation
  • Use of the mark is subject to licence

07Neighbouring Schemes and the Difference

  1. 01The quality mark and mandatory registrationThe quality mark is voluntary and does not satisfy the import precondition; nor does having completed mandatory registration confer the right to the quality mark.
  2. 02The quality mark and ISO 9001ISO 9001 qualifies the management system; the quality mark qualifies the product and the facility together. A system certificate does not take the place of the mark.
  3. 03Product testing and factory inspectionThe mark requires both together; a test report alone is not sufficient and follow-up inspection continues for the life of the mark.
  4. 04Use of the markThe mark may be used only on the products and models within the scope of the certificate; use outside the scope constitutes an infringement.

The certification timeline varies with the product, the required test workload, sample shipping time and the authority's workload; for this reason, no duration in days or weeks is given on these pages. The main factors determining the timeline are: whether testing must be performed in the target country, whether a factory audit is required, the time to appoint a local representative, and the current maturity of the technical file. A realistic timeline for your product is provided in writing at the quote stage.

Market access regimes change frequently: scope lists are updated, transition periods are extended, new requirements are added. These pages describe the structure of the regime and who bears the obligation; the applicable scope and dates for your product are confirmed from the current legislative text at the quote stage.
