01Entering This Market
The EAC mark is the mandatory conformity regime applied for entry into the common market of the Eurasian Economic Union. Technical requirements are set by common regulations called Technical Regulations (TR CU / TR EAEU). There are two types of output, and the regulation determines which applies: a Certificate of Conformity or a Declaration of Conformity.
02Background to the Regime
The Eurasian Economic Union's conformity system brings the national requirements of member states together under COMMON TECHNICAL REGULATIONS. When a common technical regulation enters into force for a product group, member states' own national requirements cease to apply and the common mark becomes valid throughout the union area. This makes the union a market that can be entered with a single assessment.
Evidence takes two forms and the technical regulation says which it requires: a DECLARATION of conformity or a CERTIFICATE of conformity. On the declaration route responsibility lies with the applicant; on the certificate route an authorised certification body carries out the assessment and issues the certificate. Both carry the same mark but their legal weight differs.
The defining condition of the regime is that the applicant must be ESTABLISHED WITHIN THE UNION. A foreign manufacturer cannot be the applicant directly; a manufacturer, importer or authorised representative established within the union is required and the certificate is issued in that party's name. This makes certificate ownership a commercially critical matter.
Certificates issued for serial production require the manufacturing facility to be audited; certificates issued for a single shipment involve no audit but cover only that consignment. Confusing the two types of certificate creates problems on subsequent shipments.
Standards are based on international standards but carry regional adaptations; in addition, documents and labels must be in Russian and the product must be entered into the common database.
03Acceptance of Foreign Test Reports and Documents
- Foreign test reports may be accepted as input by the authorised body; regional adaptations are met separately.
- The applicant must be established within the union; a foreign manufacturer cannot apply directly.
- A serial production certificate requires factory inspection; a consignment certificate does not but covers only that consignment.
- The common mark is valid throughout the union; separate national certificates from member states are not required for a product within the scope of a common regulation.
- The Russian document and label requirement and database registration run separately.
04Defining Features of the Regime
- It is mandatory for products within scope; customs clearance is not possible without the mark
- The document is valid in all union member countries; separate country certificates are not required
- The output is a certificate or a declaration; the regulation determines which applies
- The application is made through a party resident in a union country
- The applied standards are GOST standards
- A Russian-language label and user manual are mandatory
05Local Representative and Responsible Party
The application MUST be made through an applicant (manufacturer's representative or importer) resident in a Union member country; a foreign manufacturer cannot be the applicant directly. The document is issued in this party's name and registered in the union register.

07Entry Process
- 01Scope DeterminationIt is determined which legislation and marking scope the product falls under in the target market. This step defines the entire process; getting it wrong wastes all subsequent work.
- 02Determining Applicable StandardsThe standards accepted by the market and any national deviations are identified. The same IEC standard may apply with different deviations in different markets.
- 03Establishing the Test PlanIt is assessed which part of existing test reports will be accepted; missing tests are planned. A CB Scheme report, if available, reduces retesting.
- 04Local Party and RegistrationIf the market requires an established representative, importer or applicant, this party is designated and the necessary registrations are made.
- 05Tests and Technical FileTests are conducted and the technical file is prepared. Some markets require testing to be performed within their own country.
- 06Certification or DeclarationDepending on the market's regime, a manufacturer's declaration is drawn up or a certificate is obtained from the authorised body; a factory audit is carried out if required.
- 07Marking and LabellingThe mark and label are applied according to the market's format and language rules. The language requirement is checked at customs in most markets.
- 08Shipment and CustomsIf a pre-shipment document is required, it is obtained; the document set to be presented at customs is completed.
08Customs and Labelling
- The EAC mark and document information are shown on the product
- A Russian-language label and user manual are mandatory
- The document or declaration must be registered in the union register
- The document is checked at customs; an unregistered document is not accepted
- Some product groups may have additional national requirements
09Common Mistakes
- Starting the process without determining a local applicant
- Not preparing Russian-language documentation
- Overlooking the difference between a certificate and a declaration
- The document not being registered in the register
- Incompletely determining the regulations applicable to the product
10Calendar
The certification timeline varies with the product, the required test workload, sample shipping time and the authority's workload; for this reason, no duration in days or weeks is given on these pages. The main factors determining the timeline are: whether testing must be performed in the target country, whether a factory audit is required, the time to appoint a local representative, and the current maturity of the technical file. A realistic timeline for your product is provided in writing at the quote stage.
Market access regimes change frequently: scope lists are updated, transition periods are extended, new requirements are added. These pages describe the structure of the regime and who bears the obligation; the applicable scope and dates for your product are confirmed from the current legislative text at the quote stage.
11Frequently Asked Questions
